CEO - Ricardo S. Sanchez
Lieutenant General (Retired) Ricardo S. Sanchez retired from the U.S. Army on 1 November 2006 after 33 years of service. His assignments included tours in the United States, Korea, Panama, Germany, Kosovo and the Middle East. He served as a tank battalion commander during Operation Desert Shield/Storm.
Upon promotion to Brigadier General he served as the Director of Operations and as Director of Strategy, Policy and Plans for U.S. Southern Command which has responsibility for all U.S. military operations in the Western Hemisphere. In Kosovo, he led all military operations and the integration of interagency operations in the U.S. sector during the December 1999 to June 2000 timeframe.
From June 2000 to June 2001 he was the Director of Operations, U. S. Army Europe before he assumed command of the 1st Armored Division. In March of 2003 he deployed the Division to Iraq for Operations Iraqi Freedom with initial responsibility for securing the city of Baghdad. In June 2003 he assumed command of V Corps and Combined Joint Task Force 7 which had responsibility for all coalition operations in the country of Iraq after the fall of the Sadaam Hussein regime.
He commanded the U.S.-led occupation of Iraq until July 2004. He retired on 1 November 2006 after having been the longest serving V Corps commander and the highest ranking Hispanic officer during that period. An inherent duty in all of these assignments was direct responsibility for the strategic and tactical supply chain management and logistical support of the forces assigned. During Operation Iraqi Freedom the logistical footprint stretched across all of Iraq supporting over 145,000 troops from 36 nations with all classes of supplies.
For over four years, LTG Sanchez was an independent security consultant providing services to international entities in Africa, Central America, Mexico, Europe and the United States. He has been the Chief Executive Officer of OES since its inception in 2012.
LTG Sanchez graduated from Texas A&I University (BS Ed Math, History) and the Naval Postgraduate School (MS-Operations Research Systems Analysis Engineering), Monterey, California.
COO - John Berringer
John joined in 2012 as senior operations executive with 27 years of experience and a history of substantially improving net income, operational effectiveness, and customer satisfaction with Fortune 20, start-up, and privately-held companies as an employee and consultant.
In 2010, John was co-founder and CEO of The Patria Group, and co-founder and partner at Jacobs Berringer & Associates in 2008.
John has over 22 years' experience with multiple units of AT&T, nationally and internationally. During his tenure at AT&T, John generated and implemented strategies to optimize quality and customer satisfaction in support of business lines (voice, DSL, and U-verse video / data) with $25B in annual revenues and 60M customers. He holds an Industrial engineering degree from Texas A&M University.
CFO - John Millice
John is a Certified Public Accountant with over forty years of accounting and financial experience. Prior to his role, he worked for twenty-six years in telecommunications for SBC Communications and its predecessor company, Southwestern Bell. His SBC career included various accounting, finance and regulatory positions in San Antonio, Dallas, and St. Louis. He directed regulatory and accounting organizations which had responsibility for financial aspects of dockets and rulemaking proceedings before the Federal Communications Commission and the Texas Public Utility Commission.
He served as CFO of SBC's voice messaging subsidiary during a period when the entity experienced significant growth and merged with a similar entity owned by Pacific Bell, which was acquired by SBC. He also served as division manager over finance groups which had responsibility for supporting various SBC organizations such as operator services, pay phone, long distance, paging, and global sales. He retired from SBC in 2004, and then spent seven years in public accounting, primarily providing small and medium size businesses with solutions to their accounting and tax issues.
VP Strategy & Sales – Brian Hickert
Brian has over 25 years of experience in the areas of Logistics and Outsourcing, where he has a proven track record in International and Domestic assignments.
He specializes in start-up and change management strategies. During his career he has held the following executive roles: Director International Business & Global Supply Chain at AdventGX, VP of Business Development at Livingston and Eagle Global Logistics, VP of Operations at CF Corporation, Director of Trade Lanes for DHL and International GM at Roadway Express.
He holds an Industrial engineering degree from Texas A&M University and a Masters in Executive Management from the Tecnologico de Estudios Superiores de Monterrey. He was named as a member of the Hispanic Corporate Elite in 2001 and is Six Sigma Certified.
VP Corporate Administration – Ramiro Zeron
Ramiro J. Zeron joined Operations in 2008 after 27 years of service for Pacific Bell, SBC, and AT&T, where he held ascending roles in Real Estate Management, Strategic Sourcing and Uverse Operations. His service tenure was both in California and Texas, including responsibilities in the West, East and Central United States. Shortly after joining Pacific Bell, he earned an MBA as well as subsequent post graduate certifications in Total Quality Management, Supply Chain Management and Leadership.
In late 2005, Mr. Zeron founded Zempleo, a Hispanic owned Staffing, Consulting and Payroll processing company which earned him recognition as one of the top ten Hispanic entrepreneurs in 2010.
Prior to his Telecommunications career, Mr. Zeron was a corporate lawyer, Law Professor and Director of Graduating Attorneys seminars in his native Nicaragua.
Mr. Zeron is a former member of the Nicaraguan Red Cross Board of Directors, a former member of the Northern California Supplier Diversity Council as well as a former member of the Inter American Bar Association.
VP Information Systems – Belinda Castano
Belinda joined as a Microsoft (VAR) Consultant for Dynamics GP and then ERP Manager after years of service for Valued Added Resellers for ERP Systems where she held ascending roles in Project Management, Implementations, and Training. Her service tenure was both in Florida and Texas.
Ms. Castano has earned Microsoft certifications in Applications and Installations for exclusive systems and been part of Microsoft Presidential Award Circle of Partners. In late 1996, Mrs. Castaño formerly owned an Accounting Software Consulting company which earned her over 50 San Antonio based clients.
She is currently a member of the National Association of Professional Women and National Society of Hispanic MBAs.
